New Reading Assessments: What’s Coming Down the Pike

What is a Reading Assessment?

A reading assessment is a specific test that is used to determine a child’s literacy knowledge and reading skills. A reading assessment can be diagnostic, which is used to determine a child’s strengths and challenges in reading. It can also be a formative or summative assessment to evaluate a student’s understanding of a particular reading skill or strategy after instruction.

Formative assessments can be given informally throughout a unit of instruction to determine if the students have a solid comprehension of a particular objective. This may include observations through anecdotal notes or exit tickets. A summative assessment is a more formal or standardized test given at the end of a unit or instructional period. Great teachers use every type of assessment to determine how to better support each of their students during whole group, small group, and one-on-one reading instruction.

How has Reading Traditionally been Assessed?

Traditionally, reading has been assessed for years through paper and pencil assessments consisting primarily of multiple-choice comprehension questions and a form of matching vocabulary terms to their definitions. Often times, reading tests were given to students in a class after a story was studied for the week. Unfortunately, when this happens, we are assessing a child’s memorization of a story while we should be assessing a child’s comprehension of any text or story. Many times, these assessments are provided for the whole group or entire grade level, which means differentiation is not used in this administration.

Within the past two decades, states have created standardized assessments to evaluate a student’s comprehension of grade-level reading standards from third grade and up. The assessments closely match the standards-based curriculum districts around the state must implement. These tests have primarily consisted of an estimated thirty-five multiple-choice questions as well but continue to evolve.

New Reading Assessments

State standardized assessments have not only transitioned from paper and pencil to online platforms, but many districts have also integrated Learning Management Systems (LMS) and assessment engines, like PowerSchool, Canvas, and Illuminate, that allow teachers to build custom, biweekly assessments aligned to the specific standards and objectives taught in their classrooms.

This format provides an authentic simulation for students well before the end-of-year state test is administered. The vast majority of tests are now completed on Chromebooks, laptops, or touch-screen devices. Rather than relying solely on multiple-choice questions, modern assessments heavily feature technology-enhanced items, such as “drag and drop” graphic organizers, text-highlighting to cite evidence, interactive multi-select options, and hot-spot tasks, to evaluate comprehension. These assessments also measure vocabulary and foundational literacy skills according to grade-level standards.

In addition to providing tiered questioning rooted in Bloom’s Taxonomy, contemporary computer-adaptive testing (CAT) platforms dynamically adjust question difficulty, text readability, and task complexity in real time based on a student’s ongoing accuracy. While legacy reading assessments focused primarily on literal comprehension, modern evaluations emphasize higher-level critical thinking, requiring students to analyze, synthesize, and interpret text through complex question stems, written response prompts, and evidence-based cloze tasks.

Schools and districts nationwide are also utilizing sophisticated digital and offline diagnostic tools for one-on-one administration. Aligning with current legislative shifts toward structured literacy and Science of Reading frameworks, many districts have transitioned toward explicit diagnostic and screening tools, such as Acadience Reading (formerly DIBELS Next), DIBELS 8th Edition, MAP Reading Fluency, and Star Phonics, alongside traditional diagnostic screeners like PALS, the DRA (Diagnostic Reading Assessment), and Fountas & Pinnell.

In addition to determining a student’s overall comprehension and decoding level, teachers evaluate phonological awareness, phonics knowledge, rapid automatized naming, and oral reading fluency to map out every child’s instructional, independent, and frustration levels.

These diagnostic universal screeners are typically administered at least three times a year (fall, winter, and spring) to track developmental growth. Furthermore, informal running records and targeted progress-monitoring probes are given one-on-one throughout the year to continually measure a student’s decoding accuracy, fluency, and text processing.

Fluency evaluation involves phrasing, rate, accuracy, and words correct per minute (WCPM), typically measured through oral reading records or automated speech-recognition tools. Some systems evaluate both oral and silent reading efficiency, while others assess written response comprehension for older students.

In early elementary grades, high-frequency word automaticity and decodable pattern recognition are routinely assessed. Whenever a new assessment framework or platform is implemented, both teachers and students experience a direct impact.

How These New Reading Assessments Will Affect Teachers and Students

When we as educators understand the true value of an assessment, we are able to significantly refine and elevate our instructional practices, especially in reading. We must ensure that teachers receive continuous, high-quality professional development on how to effectively administer both one-on-one diagnostic assessments and online, standards-based assessments so that validity, reliability, and scoring remain consistent across grade levels, schools, and districts.

Diagnostic reading assessments provide a detailed blueprint of each student’s individual reading journey. Teachers should leverage data across the key components of reading development, phonological awareness, phonics, vocabulary, fluency, and comprehension, to design targeted small-group, guided reading, or one-on-one structured literacy instruction.

The data provided not only tells teachers a child’s current performance level but also shows how it compares to peers in the classroom and how it measures up against school, district, and state benchmark goals. When teachers use this data as a clear roadmap for instruction, they can target the specific phonological or structural gaps holding a child back.

Teachers should also involve students directly in analyzing their data to co-create meaningful reading goals. This helps students grasp the purpose of both digital and one-on-one testing, take ownership of what is expected of them, and know exactly what strategies to practice at school and home.

When state standards or district curricula are updated, assessments evolve alongside them. Teachers must stay ahead by familiarizing themselves with current test blueprints, digital interface tools, standard-aligned question stems, and interactive visuals.

This knowledge enables educators to design stronger daily reading lessons and model complex analytical thinking for their students. When students receive consistent modeling, explicit practice with technology-enhanced question types, and practical test-taking strategies, they build the confidence and competence needed to achieve passing rates on any summative or standardized assessment.

The best reading assessments serve as a vital bridge connecting students, parents, and teachers. When reading assessments are administered consistently and analyzed with precision, the direct outcome is stronger, more responsive, and higher-quality reading instruction.
